Who is Jeff and why does he have nuclear weapons?

I saw a graph from CNN about the world's nuclear arsenal, and one figure immediately caught my eye.
See the figure at the end there. Who is Jeff and why does he have as many nukes as Kim Jong?!
I googled around but could only find jokes about Jeff’s claiming nukes, like this one.
I finally found a real lead in a reddit post.
More googling lead me to:
Jeff stands for ‘Joint Evaluated Fission and Fusion File’ (JEFF). It is a collaboration to get accurate data on fusion and fission.
I can’t find anything that says they for sure have nuclear bombs, but that seems the most likely explanation for “who is Jeff and why does he have a nuclear arsenal.”
And as a reminder that nukes are scary…
